When making my decorative snow/ice votive, I opted to shape it with a plastic soup container. I packed snow along the edges and used a small round object to make a hollow center to safely hold my tea light. For my decoration I added rocks around the top part of the votive. To make my votive sturdy I placed it in the freezer for about an hour. After, I removed it from the soup container and placed my candle inside.
My votive meets all of the criteria. It safely holds the candle inside, protecting the flame from wind. It is shaped like a cup because of the container I formed it inside of. In the dark the glow of the flame can be seen from the outside of the votive. It is made completely of snow and ice and is decorated with natural materials frozen into the shell of the votive. Shown below is my votive outside, working properly and protecting the flame from wind all while being decorative and cute.
